The Office of Child and Family Services (OCFS) is implementing a new Comprehensive Child Welfare Information System (CCWIS) as required by LD 1923. The Awarded CCWIS RFP procured a solution that is developed using Salesforce technology as a Platform as a Service (PaaS) model. Deloitte will act as the configuration and implementation vendor and Salesforce.com Inc will provide the CRM platform. Neither OCFS nor OIT have significant experience in implementing a Salesforce application. This lack of experience leaves the State vulnerable to long term consequences and challenges if the implementation is not done well or in a manner that represents the State’s best interests. Failure of the State to make informed decisions about how the new system is implemented and initially configured could result in significant additional State cost in the future to reconfigure the product. This contract would provide the State access to third part expert consultation to support the State’s ability to make well informed decisions on initial implementation and configuration of this new product
Act as subject matter expert (SME) for products and the implementation of the solution. Act as a trusted advisor to the office of OCFS and OIT on the solutioning choices from a sustainability, security, cost and business requirement perspective, to name a few.
Collaborate with vendors on best practices and approaches where there may be more effective solutions that align with the State’s expectations. Escalate to the Office of OCFS & MaineIT where the Solution is not meeting this goal.
Advise and support governance model and best practices. Raise to the Governance Committee and OCFS where the solution is not meeting the governance model and best practices.
Represent State business unit interests to collaborate with State IT and vendors providing communication and advisory services on solution, status, progress and technical decisions between all involved parties on the solutioning.
SalesForce: Salesforce certifications preferred in one or more of the following defined Salesforce roles: Administrator, App Builder, Developer, and Architect. Salesforce implementation experience is required.
